(DelCoTimes) Leslie Krowchenko reports ~ Concord zoning issue discussed at meeting
CONCORD — A rather routine supervisors meeting became livelier when a board member chose to address a topic not listed on the agenda. Libby Salvucci expressed her opposition to a zoning change to accommodate the proposed development of portions of the 325-acre Woodlawn Trustees property. Like her fellow supervisors, she attended last month’s Open Space Music Fest at Newlin Grist Mill, sponsored by Save the Valley, Beaver Valley Conservancy and the mill, where she spoke with a number of residents. “I am in favor of not changing the zoning,” said Salvucci. “My decision is based both on listening to residents who were there and my own feelings.”........In an email after the meeting, Salvucci said she has served on zoning boards in several Delaware County communities and found the experience relevant to the Woodlawn issue. “I have learned that people have the right to build on their property as it was zoned when they purchased it,” she said. “If Woodlawn has a need to sell this property, then they have the right to do so and the new property owner has the right to build on it.”........Kevin O’Donoghue, who also attended the music fest, echoed Salvucci’s comments. His wish not to change the zoning was based on residents’ comments about the property and their desire to maintain and augment the township trail system throughout the township. He noted a study is under way on ways to increase the number of paths and possibly connect them
