Lisa Diller's horrific display was first reported as screaming in a news story about the September 10th NCC Council Finance Committee meeting.
Evidently this kind of behavior from Diller has been an ongoing problem with administration staff. The County Executive publicly encouraged her to apologize to county staffers [see: Gordon Strongly Encourages An Apology From 5th District Councilwoman Lisa Diller For Hostility Toward Administration Staffers]
But so far as I know, no County Council member has responded beyond a September 23rd email from Diller to Gordon quoted HERE "Dear Tom: As a fellow elected official, I would hope you would feel free to call me about this or any other issue and that we could meet in person."
Norman Oliver posted the audio replay on his September 29th Community Crossfire show (on facebook - it's in the first seconds of the show so you won't have to wait to hear it), expressed outrage over the outburst and called for Lisa Diller's resignation.
And on Tuesday night, the NAACP showed up in Council Chambers to read a letter from the organization's Conference of Branches asking for some accountability from New Castle County Council on this matter and called for a meeting with Diller and Council President Chris Bullock to resolve it.
The letter addresses Diller's verbal assault and insult of an NAACP member. The group will monitor her future NCC Council behavior and recommends "Diversity Competency and Anger Management Training for all County Council Members to control and keep such expressions of attitudes in check, and to assure all citizens who interact with County Council Members that they will not be subjected to such inappropriate and demeaning behavior."

Not one single word of apology from the 5th District Councilwoman. What is she waiting for? This isn't going away. Do the right thing and set this to rights, Lisa Diller.
