I'm sorry, but Ralph Reeb was fingered as a key culprit behind the shenanigans behind the last few decades of shady if not illegal activity with DelDOT Realty transactions such that it gave cause for the Governor to demote him, retire his colleague and remove their boss, Secretary Wicks:

Delaware Transportation Infrastructure Forum

What:   Governor Markellwill speak at the Delaware Transportation Infrastructure Forum – The Governor will join DelDOT Secretary Shailen Bhatt, University of Delaware President Dr. Patrick Harker, DelDOT Director of Planning Drew Boyce, DelDOT Assistant Director of Planning Ralph Reeb and representatives from the Federal Highway Administration and University of Delaware Transportation Center to discuss the importance of transportation in Delaware and the surrounding region. The goal of the 2013 Transportation Infrastructure Forum is to identify the most important and crucial issues facing the transportation system in our area.
